ROUNDABOUT CONSTRUCTION TO BEGIN AT EATON AND BEISSINGER
Intersection Closing August 24
St. Clair Township

Butler County Engineer Greg Wilkens reports that construction will begin August 24 on a new roundabout at Eaton and Beissinger Roads. The intersection is located in St. Clair Township at the north edge of the Hamilton city limits. This will become the County's ninth modern roundabout and the second to be installed this year. A roundabout is currently being built at Layhigh Road and Ohio 748 in Ross Township. That project is expected to be completed next month.

The intersection at Eaton Road and Beissinger Road will get a single-lane roundabout with raised profiles, lighting, curb, gutter, and storm sewers for improved drainage. BCEO engineers have designed the project to address various issues at the intersection including sight distance problems and a recent increase in accidents. While not the answer for every intersection, a roundabout was determined to be the least costly and most effective solution at this location due to the roundabout's smaller "footprint," which requires less land and right-of-way acquisition, plus the roundabout's inherent safety features.

"Signals and stop signs do not guarantee that motorists will stop," noted Wilkens. "Roundabouts act as traffic calming devices which force drivers to slow down. Any accidents that may occur are almost always less severe." The County Engineer's Office has compiled statistics for its roundabouts to date and found that they have resulted in a 70 percent reduction in overall crashes, 80 percent fewer injury crashes, and a 100 percent reduction in serious and fatal crashes.

Wilkens added that "roundabouts are not only safer, but we've found that motorists tend to like roundabouts over signalized or two-way/four-way stops because traffic continues to flow, albeit a bit slower, versus stopping and waiting for a light to change or for traffic to clear. And they feel safer."

A construction contract for the Eaton at Beissinger project was awarded to W.G. Stang, LLC of Hamilton which submitted a low bid of $763,452. A combination of State OPWC funds and local BCEO money will be used to pay for the project.

All work is scheduled for completion by early November, weather permitting.

Road Closing and Maintenance of Traffic

All four legs of the Eaton Road / Beissinger Road intersection will close beginning Monday, August 24, 2015 for the roundabout construction. The intersection is tentatively scheduled to reopen the week of November 2, 2015, weather permitting.

During this closure, local access will be maintained for residents, businesses, and emergency vehicles up to the project limits, but motorists will not be permitted to pass through the actual construction zone. Detours will be posted for all thru traffic.

Detour for Eaton Road: Northbound Eaton Road traffic will detour west on Washington Boulevard in the City of Hamilton, northwest on Ohio 177, east on Scott Road, south on Huston Road, and east on Taylor School Road to Eaton Road. Southbound traffic will reverse this route.
Detour for Beissinger Road: Eastbound Beissinger Road traffic will detour southeast on Ohio 177 into the City of Hamilton, east on Washington Boulevard, and north on West Elkton Road to Beissinger. Westbound traffic will reverse this route.
