REQUEST FOR PUBLIC INPUT
Lanes Mill Road Bridge - Proposed Replacement
Milford Township

The Butler County Engineer's Office (BCEO) proposes to replace Lanes Mill Road Bridge #02.519 over Four Mile Creek, located just south of Wallace Road in Milford Township, Butler County, Ohio. To undertake the project, it will be necessary to acquire approximately 0.69 acres of permanent right-of-way from the MetroParks of Butler County Sycamore Bluffs Area. An unknown number of trees will be removed within the temporary and permanent right-of-way to install the bridge. The gravel lot on MetroParks' Sycamore Bluffs Area will be temporarily closed during construction and the construction activities are expected to last approximately six months.

The MetroParks of Butler County Sycamore Bluffs Area is a 163-acre public park located at 3742 Lanes Mill Road. As a public recreational facility, the MetroParks of Butler County is considered a recreational resource under Section 4(f) of the Department of Transportation Act of 1966 (23 CFR 774) and is provided protection from adverse impacts due to federal-aid transportation projects. The Butler County Engineer will implement the following measures to minimize harm to the MetroParks:

  • During construction, a path will be installed (approximately five feet wide) to maintain pedestrian access for the full length of the project (which includes the bridge crossing);
  • Temporary construction fencing will be installed along proposed construction limits prior to the start of construction activities to protect the existing 4(f) property and the public;
  • Fine-graded gravel will be installed over the coarse-graded gravel in the gravel parking area and gravel path located southeast of the bridge;
  • Concrete will be installed at the end of the gravel path leading down to Four Mile Creek, to inhibit erosion;
  • Appropriate signage will be installed to alert users of short term closures and to direct users to additional access points;
  • Except as necessary to facilitate construction activities, the staging and/or storage of construction equipment will not take place outside proposed construction limits, within property boundaries;
  • The contractor will be required to closely coordinate the construction schedule with the BCEO including park closures during construction.

The Butler County Engineer's Office has coordinated the project's involvement with the MetroParks of Butler County (the property owner and operator). MetroParks of Butler County has concurred that the project will not adversely affect the protected recreational activities, features or attributes associated with the MetroParks of Butler County Sycamore Bluffs Area. The proposed project is considered to have a de minimis impact on the MetroParks of Butler County Sycamore Bluffs Area.

Due to the necessary acquisition of land associated with the MetroParks of Butler County, the Butler County Engineer's Office is seeking public input regarding the effects on MetroParks of Butler County Sycamore Bluffs Area. Please provide comments to:

Comments must be received by January 29, 2018.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.
